Perry Township Board Meeting Minutes: Tuesday, July 23, 2024

The meeting is called to order at 2:00 pm

Chris discusses the property evaluations with the board.

Long-Term Property/Capital Discussions (continued)

Dan states that to move forward the board will have to choose what the plan for the properties will be in an executive meeting with William and then meet again to make a final decision with Forrest and Chris. He has set a deadline for a final decision to be made within 45 days.

Workfare Rate - $20?

Dan explains that the policy for assistance is to complete community service hours. These hours are based on the amount of funds provided divided by the minimum living wages in Bloomington and were last updated five years ago. The believed current minimum living wage and it is around $24.00 per hour. Dan suggests to the board we update the guideline from $15.00 per hour for community service to $20.00 per hour. Once there is documentation showing the actual minimum living wage the board may adjust this further. Barb motions to change the workfare rate to $20.00 per hour, Jack seconds, all agree. Motion Passes.

Personnel Policy

Sharon presents the personnel policy to the board. Jack moves to accept the Personnel Policy, Barb seconds, all agree. Motion Passes.

Temporary Position for Summer Work

This is an amendment to Township position which was gotten rid of when the groundskeeper position was changed to full-time from part-time. However, the groundskeeper is needing some help with the Township owned properties. This would be a part-time position just to help our groundskeeper when he has to do upkeep at the properties on an as needed basis. Barb motions to approve the part-time temporary hire at $20.00 per hour, Jack seconds, all approve. The motion passes.

Eviction Project Funding

This is the table at the courthouse that helps clients with their evictions. The person they have hired to run the table goes to each court hearing, meets with each client, the landlords, and then tries to mediate the evictions. They are trying to pay her for her services since she is taking time off from her city job to do this. Dan is asking the board to give $1,000.00 to the program. Barb motions to put this back into the budget, Jack seconds, all agree. Motion passes.

William -Legal

William discusses some of the other options for the Township properties that the board can think on before the executive meeting.

Other

Dan tells the board that our flag was stolen and had to be replaced as well as the lock box and rope since the rope was cut to steal the flag. Dan also lets the board know that our camping/homeless problem has dwindled but we are still having some issues with vandalization but our groundskeeper is doing his best taking care of things. Dan then tells the board that we have had to replace two windows that have been broken this year and Area 10 had have one replaced as well. The community budget meeting is September 12, 2024, at 2pm. The final budget meeting is September 26, 2024 at 2pm. September 24, 2024 will be the executive meeting at 2pm.
